In the ambit of the organization and functioning of services and current administration (nr.1 of the 64th article of the Law nr.5-A/2002 oh 11, January): 
 
b) – Execute and look after the accomplishment of the deliberations of the Municipal Assembly.
c) – Mark and justify its members’ absences;
d) – Deliberate about the location and acquisition of personal properties and services according to the law;
e) – Alienate personal properties considered to be dispensable according to the law;
f ) – Acquire and alienate or encumber personal properties whose value is until 1000 times the index of the careers in the general payment regime of Public Administration;
g) – To sell by public auction, independently of the authorization of the deliberative organ, personal properties with a value above that of the previous paragraph, if the alienation results from the execution of the plan options and the correspondent deliberation is approved by a two-third majority.
l) – To support or subsidize School Welfare Services and complementary activities in the ambit of education projects, according to the law;
m) – To organize and administrate school transports;
q) – To approve projects, contest programs, specifications and the adjudication related to works or goods and services acquisition;
s) – To deliberate about the Public Water Supply administration under its jurisdiction;
t) – To promote the publishing of documents, annuals or bulletins interesting to the history of the Town Council.
u) – To deliberate about the parking of vehicles in the streets and other public places;
v) – To establish the name of streets and squares of the populations and the numbering rules for buildings.
x) – To capture, lodge or abate dogs or cats in the terms of the applicable legislation.
z) – To deliberate about the roam and extinction of harmful animals;

In the ambit of planning and development (nr.1 of the 64th article of the Law nr.5 – A/2002 of 11, January): 

d) - To deliberate about the location and acquisition of personal properties and services according to the law;

In the ambit of the support to activities with municipal interest (nr.1 of the 64th article of the Law nr.5 – A/2002 of 11, January):

c) – To mark and justify its members’ absences;

About licensing and surveillance matters (nr.1 of the 64th article of the Law nr.5 – A/2002 of 11, January):

a) – To elaborate and approve the regiment;
b) – Execute and take care of the accomplishment of the Municipal Assembly deliberations;
c) – To mark and justify its members’ absences;
d) – To deliberate about the location and acquisition of personal properties and services
   according to the law;

About other competences (nr.1 of the 64th article of the Law nr. 5 – A/2002 of 11, January): 

b) – To execute and take care of the accomplishment of the Municipal Assembly deliberations;
d) – To deliberate about the location and acquisition of personal properties and services according to the law;

Under the disposed in the article.2 – Law- nr.409/91 of 17, October, is competence of the Executive Organ of the Town Hall of Borba:   

-  To administrate the global endowment sustained by the municipal budget destined to fixed-term work contracts. 

Under the disposed in the article 5 – Law- nr.555/99 of 16, December, altered by the Law-decree nr. 177/01 of 4, July, the Executive Organ of the Town Hall of Borba has competence over: 

-  Previous information (nr. 1 of the above-mentioned article);
-  Administrative license (nr. 3 of the above-mentioned article);

Under the disposed in the nr.1 of the article 5 in the Law-decree nr.310/2002, of 18, December, the surveillance and exercise of the following activities will also require municipal licensing:

a)   –  Night-guard;
b)   – Ambulant sale of lotteries;
c)   – Car-parker;
d)   – Occasional camping;
e)   – Exploration of automatic, mechanic, electrical and electronic entertaining machines; 
f)  – Sports and public events in the streets, gardens and other open-air public places;
g)   – Ticket Sales to shows or public entertainment in agencies or Sales-offices.
h)   – Fire or clearance of ground by fire;
i)   – Auctions;
